Institutional strengthening in the provision, management and financing of public infrastructure and equipment. Recent experiences of Spanish institutions

Government administrations in many countries are faced with new challenges in the area of providing and financing infrastructure projects and public equipment, especially when funding sources outside of government budget resources are used. This is true for managing European funds in countries that have recently joined the European Union and also for the private participation mechanisms used in many countries in transition or countries with average or below-average development. To cope with these ambitious efforts that have such important repercussions on economic development, the governments of theses countries are finding relevant help in institution-strengthening programs being undertaken in more advanced countries. In addition to infrastructure and public equipment, these programs have been developed lately in areas as varied as taxation, public safety, the courts, the environment, social policy, tourism, European funds management, agriculture, industry, competition management, etc. In the last few years Spain has been very active in initiating institution-strengthening programs. Many types of institutions have participated in the programs, such as government organizations, public companies, universities, private enterprise, associations, etc. In addition to the important advantages these programs bring to the receiving government agencies, the programs also benefit the nation`s corporations that provide the help, since these programs grow the flow of business. This report analyses the current Spanish institution-strengthening programs experience.
